Cracked toshiba satellite L650 lap top screen?

my laptop has a crack in the top right of the screen when its on its black where the crack is and white around the crack with neon lines over the whole screen, when screen in off there are no visual cracks on the actual screen of the laptop, does anyone know what it could be? and secondly how much it would cost to fix? and thirdly places in south australia i could get it fixed?
