Question about USB device not uploading photos on my computer?

I have a Aluratek USB device and I am trying to upload them on my laptop and each time I put it in it says it will not register the device I don't know what they mean by that. I put it in and it said USB device not reistered and I don't know what could be causing that. It said one of the Devices had malfuntioned and stoped working and I am not sure how to fix it. I put it in and it regestered with Unknown Device in the laptop. I have a toshiba laptop and I don't know what the problem is can anyone fix it?
